The arrest of Dzhokhar Tsarnaev ended the manhunt for the Boston Marathon bombers, but it set in motion an equally intense phase of the case that will begin with the grilling of the man who – for now at least – is the only surviving suspect.

An indication of the complex investigation ahead came Friday night, when an Obama administration official told NBC News that Tsarnaev would not be given a Miranda warning when he is physically able to be interrogated after receiving medical treatment.

Instead, the official said, the government will invoke a legal rule known as the "public safety exception," which will enable investigators to question Tsarnaev without first advising him of his right to remain silent and to be afforded legal counsel.

Suspect in Custody Under Public Safety Exception, No Miranda Rights in Boston Bombings



Boston Marathon bombing suspect Dzhokhar Tsarnaev has been detained, as I reported earlier. He has been arrested without having his Miranda rights read, reports say.

CNN Anchor and Washington correspondent Jake Tapper tweets that the procedure followed in Tsarnaev's arrest marks a public safety exception applicable in crimes of terror.

The reporter also mentions that the suspect will be interrogated by the High-Value Detainee Interrogation Group, a task force created in 2009 for the questioning of potential terrorists and individuals that put national security at risk.

Boston Bomb Suspect Clings to Life

The man whose brief life on the lam paralyzed Boston clung to life today as investigators waited for a chance to ask him why he and his brother attacked the Boston Marathon.

Dzhokhar Tsarnaev, 19, was in Beth Israel Deaconess Medical Center today. It is the same hospital where Tsarnaev's older brother Tamerlan, 26, was brought early Friday after a shootout with police. Tamerlan died of his wounds.

Police believe Dzhokhar Tsarnaev he was initially wounded Thursday night in the gunbattle that killed his brother. Police said they found blood in a car he abandoned and blood at a house. Police said he went undetected by the massive manhunt because he had managed to get just one block outside the search perimeter.

It is unclear whether Tsarnaev was hit again during a final volley before his arrest in the boat.

Federal investigators are hurrying to review a visit that one of the suspected bombers made to Chechnya and Dagestan, predominantly Muslim republics in the north Caucasus region of Russia. Both have active militant separatist movements. Members of Congress expressed concern about the F.B.I.’s handling of a request from Russia before the trip to examine the man’s possible links to extremist groups in the region.

Tamerlan Tsarnaev, who died early Friday after a shootout with the police in Watertown, Mass., spent six months in Dagestan in 2012, and analysts said that sojourn might have marked a crucial step in his alleged path toward the bombings.

Kevin R. Brock, a former senior F.B.I. and counterterrorism official, said, “It’s a key thread for investigators and the intelligence community to pull on.”

MOSCOW — One of the two ethnic Chechens suspected of being behind the Boston Marathon bombings had been under FBI surveillance for at least three years, his mother said.

Zubeidat Tsarnaeva told the English-language Russia Today television station in a phone interview, a recording of which was obtained by Reuters, that she believed her sons were innocent and had been framed.

U.S. government officials have said the brothers were not under surveillance as possible militants. But the FBI said in a statement on Friday that in 2011 it interviewed Tamerlan at the request of a foreign government, which it did not identify.

It said the matter was closed because interviews with Tamerlan and family members "did not find any terrorism activity, domestic or foreign."

Older brother in Boston bombings grew increasingly religious, analysis shows

(CNN) -- Tamerlan Tsarnaev appears to have become increasingly religious in the last three or four years, according to an analysis of his social media posts and the accounts of family members. But there is so far no evidence of active association with international jihadist groups.

In August 2012, soon after returning from a long visit to Russia, he created a YouTube channel with links to a number of videos. Some include sermons or interviews with radical preachers. Two videos under a category labeled "Terrorists" were deleted. It's not clear when or by whom.

Tsarnaev's YouTube channel had the address "muazseyfullah," which happen to be the names of two prominent militant leaders among Islamist groups in Russia's north Caucasus, an area that includes Chechnya and Dagestan. Seyfullah also translates as "sword of Allah."

BOSTON (Reuters) - With the surviving suspect in the Boston Marathon bombings lying seriously wounded in a hospital and unable to speak on Saturday, investigators worked to determine a motive and whether the ethnic Chechen brothers accused of the attack acted alone.

Dzhokhar Tsarnaev, 19, was captured late on Friday after a gunfight with police that ended a daylong manhunt and sent waves of relief and jubilation throughout Boston. His brother, Tamerlan, 26, died on Thursday after a shootout with police.

The younger brother was shot in the throat and could not speak because of injuries to his tongue, said a source close to the investigation. It was unclear when he would be able to talk again or when he would be charged.

"It's serious ... he's not yet able to speak," Massachusetts Governor Deval Patrick told reporters on Saturday. "We have a million questions and those questions need to be answered."

Federal prosecutors and state law enforcement counterparts in Boston are starting the process of filing criminal charges against Dzhokhar Tsarnaev, 19, the naturalized American citizen from Cambridge arrested Friday night in the bombing that killed three, wounded dozens and chilled the nation with the worst terrorism case on U.S. soil since the 9/11 attacks nearly 12 years ago.

But former prosecutors predicted the biggest legal decision facing prosecutors was already clear.

Chechens are variously seen as valorous defenders of their beleaguered homeland and as vile terrorists. The Chechen roots of the two Boston Marathon bombing suspects has drawn new attention to Chechen identity.

Oppressed, war-ravaged nations are the breeding ground for great warriors as well as evil terrorists, from Afghanistan to Palestine.

If the bombs that exploded Monday in Boston were indeed set off by two Chechen brothers, it would be the first time radicals from the small, mostly Muslim semiautonomous Russian republic have carried out a terrorist attack outside Russia.

The second Chechen conflict — in which Russian troops waged a merciless war against radical separatists and the civilian population alike — officially ended in 2000 and unofficially in 2009, with the installation of a pro-Russian government.

Even so, the unrest in Chechnya has been constant since then as radical fighters have moved away from battling the Russian military to targeting civilians.

Moscovites are familiar with Chechen terrorism. In the past 15 years, hundreds of civilians have been killed in a series of hostage situations: 130 in a Moscow theater in 2002; more than 330 in a school in the Caucasian peninsula in 2004; 40 in a suicide bombing in a Moscow metro in 2010; and 37 in a bomb in Moscow's Domodedovo Airport in 2011.

As the lone surviving suspect in the Boston Marathon bombing lay hospitalized under heavy guard, the American Civil Liberties Union and a federal public defender raised concerns about investigators' plan to question 19-year-old Dzhokhar Tsarnaev without reading him his Miranda rights.

What Tsarnaev will say and when are unclear. He remained in serious condition Sunday and apparently in no shape for interrogation after being pulled bloodied and wounded from a tarp-covered boat in a Watertown backyard. The capture came at the end of a tense Friday that began with his 26-year-old brother, Tamerlan, dying in a gunbattle with police.

U.S. officials said an elite interrogation team would question the Massachusetts college student without reading him his Miranda rights, something that is allowed on a limited basis when the public may be in immediate danger, such as when bombs are planted and ready to go off.

London (CNN) -- For a moment, the nervous chatter, rustling costumes and jovial jostling came to a standstill.

Silence fell over the 36,000 competitors who just minutes earlier had been impatiently rearranging themselves for the start of the London Marathon.

For 30 aching seconds the spring sunshine beat down on their bowed heads, a sea of black ribbons pinned to their chests, as they remembered those who never got a chance to cross the finish line.

It was a deeply tender and haunting image, and unlike anything ever seen in the 32-year-history of the race.

Sen. Dianne Feinstein said Sunday she “regrets” discussions on whether the surviving Boston bombing suspect should be interrogated as a potential enemy combatant.

The California Democrat told “Fox News Sunday” the Obama administration’s High Value Interrogation Group will interview suspect Dzhokhar Tsarnaev, he will be read his Miranda rights at a later date and federal courts, not a military commission, can handle the case.

“I really regret all of this discussion,” she said. “The administration is ready. … I don’t think all of this is very helpful.”

BOSTON Investigators believe that two brothers suspected in the Boston Marathon bombing were likely planning other attacks based on the cache of weapons uncovered, the city's police commissioner told CBS' "Face the Nation" on Sunday.

Boston Police Commissioner Ed Davis told "Face the Nation" host Bob Schieffer that authorities found an arsenal of homemade explosives after Friday's gun battle between police and the two suspects.

"We have reason to believe, based upon the evidence that was found at that scene - the explosions, the explosive ordnance that was unexploded and the firepower that they had - that they were going to attack other individuals," Davis said. "That's my belief at this point."

(Reuters) - Federal prosecutors prepared criminal charges on Sunday against the 19-year-old suspect in the Boston Marathon bombings who was seriously wounded, unable to speak, and under heavy guard at a city hospital two days after his dramatic capture.

Investigators could not interview Dzhokhar Tsarnaev as they searched for clues to what may have driven him and his brother, ethnic Chechens who came to the United States 10 years ago, to plant the bombs, and whether anyone else was involved.

Receiving particular scrutiny was a six-month trip the brother, Tamerlan Tsarnaev, took to Russia in January 2012, and whether he was influenced by Chechen separatists or the Islamist struggle against the West.

The parents of Tamerlan Tsarnaev insisted Sunday that he came to Dagestan and Chechnya last year to visit relatives and had nothing to do with the militants operating in the volatile part of Russia, with his father saying he slept a lot of the time. But the Boston bombing suspect couldn't have been immune to the attacks that savaged the region during his six-month stay.

Investigators are now focusing on the trip that Tsarnaev made to Russia in January 2012 that has raised many questions. His father said his son stayed with him in Makhachkala, the capital of Dagestan, where the family lived briefly before moving to the U.S. a decade ago. The father had only recently returned.

No evidence has emerged since to link Tamerlan Tsarnaev to militant groups in Russia's Caucasus. On Sunday, the Caucasus Emirate, which Russia and the U.S. consider a terrorist organization, denied involvement in the Boston attack.

Boston (CNN) -- They might have fulfilled every immigrant's dream, fleeing a war-torn part of the world and settling into a quiet life in America, one buoyed by aspiration and a will to succeed.

Tamerlan Tsarnaev, 26, loved to box. And he was talented. At 196 pounds, he represented New England as a heavyweight in the National Golden Gloves boxing tournament. He wanted to make it on an Olympic team.

His brother, Dzhokar, 19, graduated in 2011 from Cambridge Rindge & Latin School, the alma mater of actors Matt Damon and Ben Affleck. The city awarded Dzhokar a $2,500 scholarship. And he, too, was an athlete -- a wrestler. He was named student athlete of the month and made the state playoffs.

But something went wrong somewhere.

BOSTON: Police were seeking answers Sunday from the seriously wounded surviving Boston bombing suspect, amid reports he was responding in writing to questions due to throat injuries.

Investigators who had been waiting to interrogate Dzhokhar Tsarnaev, 19, since his capture on Friday are trying to determine whether his neck wound was self-inflicted in a suicide attempt, USA Today quoted a federal law enforcement official as saying.

Reports Boston bombing suspect is awake

The surviving suspect in the Boston Marathon bombing, 19-year-old Dzhokhar Tsarnaev, has regained consciousness and is responding to questions in writing, according to USA Today.

Tsarnaev is in a Boston hospital and unable to speak because of a gunshot injury to the throat.

Authorities have suggested the bullet wound may have been self-inflicted by the suspect in order to avoid capture.

Earlier in on Sunday, Boston Police Commissioner Ed Davis said that Tsarnaev was not in any condition to be interrogated.

Reports circulated Sunday that federal officials were considering formally charging the suspect at his heavily guarded bedside.

However, officials later said no charges would be filed on Sunday.

WASHINGTON, April 21, 2013 — Update: Boston federal prosecutor, U.S. Attorney Carmen Ortiz, who was to file charges against Dzhokhar Tsarnaev today, has delayed such action until Monday, April 22.

According to Senator Dan Coats (R - Ind.) on ABC News’ “This Week with George Stephanopoulos,” the Boston bombing suspect Dzhokhar Tsarnaev, 19, captured Friday night by law enforcement was shot in the throat and is unable to talk to the FBI.

Coats elaborated: “The information we have is that there was a shot to the throat, and it’s questionable when and whether he’ll be able to talk again. Doesn’t mean he can’t communicate. But right now I think he’s in a condition where they can’t get any information from him at all.”

However, a source close to the investigation, speaking on condition of anonymity, told Reuters News that not only was Tsarnaev shot in the throat, but that he had extensive tongue damage.

For a while the older brother drove the carjacked vehicle and the young brother drove his own Honda. They forced the car owner to withdraw at least $800 from an ATM, but eventually the car owner was able to escape and police used his cellphone to track the car. ..."

BOSTON (Reuters) - Prosecutors charged Dzhokhar Tsarnaev on Monday with carrying out last week's bomb attacks on the Boston Marathon that killed three people and injured more than 200, U.S. officials said.

The formal charge, which could carry the death penalty if the 19-year-old Tsarnaev is convicted, was overseen by a magistrate judge at Boston's Beth Israel Deaconess Hospital, a court official said.

Dzhokhar Tsarnaev was charged with using a weapon of mass destruction and malicious destruction of property resulting in death. If convicted, he could be sentenced to death, life in prison, or a term of any number of years, the U.S. Justice Department said.

Boston bombing suspect Dzhokhar Tsarnaev charged

In a criminal complaint initially filed under seal, and then unsealed in federal court in Boston, prosecutors charged Tsarnaev with one count of using and conspiring to use a WMD and one count of malicious destruction of property by means of an explosive device resulting in death. Tsarnaev, 19, had his initial court appearance Monday from his hospital room.

The charges were unsealed the same day that White House spokesman Jay Carney said the Obama administration had determined that it wouldn’t designate Tsarnaev as an enemy combatant.

Tsarnaev will be represented by the federal public defender.

Tsarnaev nodded in the affirmative to several questions at his initial court appearance, according to a transcript of the session, acknowledging that he understood his Miranda rights and that a federal defender, William Fick, was present to represent him.

Asked, "Can you afford a lawyer?" Tsarnaev said, "No," to which the presiding judge, Marianne B. Bowler, noted, "I have provisionally appointed the federal defender."

Boston bombing: amputee vows to dance again

A dance instructor who lost her left foot in the Boston bombings has vowed to dance again, and to run in the marathon next year.

Adrianne Haslet-Davis, 32, was watching the marathon with her husband when the second bomb exploded.

She suffered extensive injuries to her left leg, which had to be amputated below the knee.

But she is determined that she will learn to walk, dance and run again.

"I can't let some (expletive) come along and steal my whole life," she told the Boston Herald.

"I'll dance again. And next year, though I've never been a runner, yes, I plant to run the marathon."

Katherine Russell was a talented artist, a good student who grew up Christian, the daughter of a suburban doctor.

Then she went off to college in Boston.

A few years later, she had dropped out of school, converted to Islam and was Katherine Tsarnaeva, wife of a man who would become a suspect in the deadly Boston Marathon bombings and a subject of one of the biggest manhunts in American history.
