SHELBY  — At least five Shelby police officers, guns drawn, surrounded the black Hyundai sedan that had pulled off the highway on Thursday morning.

The skinny, blonddriver, though, lowered his window and calmly handed over his driver’s license.

“I’m Dylann Roof,” he said.

The 21-year-old had been on the run through the Carolinas for about 16 hours – ever since authorities say he slaughtered nine members of a prayer group inside a historic black church in Charleston.

Shelby police Chief Jeff Ledford told the Observer on Friday that authorities found a .45-caliber handgun in Roof’s car.

Citing anonymous sources, the Washington Post said Roof showed no remorse and expressed racist views even as he confessed to the crimes. Relying on its own unnamed source, WBTV, the Observer’s news partner, said Roof told authorities he was on his way to Nashville, Tenn., and that he thought he’d killed only a few of the parishioners at Emanuel AME Church. Witnesses say the prayer group had asked him to join them. After he began shooting, Roof reportedly said, “I’ll give you something to pray about.”

In Shelby, the FBI handled Roof’s initial questioning, Ledford said. Shelby police’s lone conversation with the mass-murder suspect was about food. Earlier in the day, Roof had bought water and chips at a south Charlotte gas station. Now he was hungry. Police bought him food from a nearby Burger King, Ledford said.

It is great to "see" you again. Thank you so much for sharing the link to Roof's alleged Manifesto.

The mass shooting in South Carolina is not different to the mass shooting in Connecticut, at Sandy Hook, or to the massacre in the Colorado theater (among others). This is a senseless and horrific tragedy that affects all of us as a society. I'm impressed at how the community in South Carolina has rallied together in support of the victims and against the heinous act committed by Dylann Roof. May justice be served in the deaths of the innocent victims of his unwarranted violence.

My deepest condolences to the families and loved ones, they have been in my thoughts and in my prayers, and like everyone else, I feel terribly  sorry for what happened to them. May they rest in peace.

Charleston County Chief Magistrate James Gosnell has been replaced, according to a S.C. Supreme Court order. File/Brad Nettles

The chief magistrate widely criticized for soliciting sympathy for the family of a man accused of fatally shooting nine people during a Bible study last week has been replaced, according to a Wednesday order from the S.C. Supreme Court.

The order states that Charleston County Magistrate Ellen Steinberg is appointed chief judge for administrative purposes of the summary courts for Charleston County. It was issued by Chief Justice Jean Toal and is to take effect immediately.

The order does not state the reason behind Toal’s decision and she has not returned a request for comment.

Charleston Shooting: Federal Public Defenders Appointed to Represent Dylann Roof

Federal public defenders have been appointed to represent Dylann Roof in connection with the shooting deaths last week at an African-American church in South Carolina — an indication that federal charges could be filed in addition to nine state murder counts.

A U.S. magistrate's judge in Charleston named two members of the public defender's office to represent Roof this week, citing a separate investigation the Justice Department opened after the shootings at Emanuel African Methodist Episcopal Church. Roof, 21, hasn't yet been charged with a federal crime, but U.S. Attorney General Loretta Lynch has said federal authorities are investigating the shootings as a possible hate crime.

Beliefs and lifestyles within Judaism vary widely from denomination to denomination. But when it comes to last week's fatal shooting of nine people at the Emanuel African Methodist Church, a historic black church in Charleston, South Carolina, the American Jewish community is standing united.

This weekend, beginning on Friday evening and ending on Saturday evening, rabbis and Jewish community members across the country will participate in a "Shabbat of Solidarity" with the African-American community. Leaders and congregants can participate in the call to action by reaching out to AME churches with messages of support or by speaking out in synagogue against racism and extremism. They can also attend services at an AME church on Sunday.

Rabbi Stuart Weinblatt, who leads the Congregation B’nai Tzedek in Potomac, Maryland, told The Huffington Post that when he learned of the horrific shooting, he immediately felt that the Jewish community needed to respond. He was reminded of the “dual narratives” of racism and persecution against the Jewish and black communities: Both groups have been historically oppressed, and many rabbis draw a link between the effect of the Holocaust on the Jewish community and the effect of slavery on the African American community.

Dylann Roof, the alleged shooter in the Charleston, S.C., church massacre, was the architect of his own radicalization, drawing from the deep well of online hate to transform himself into a lone wolf domestic terrorist, according to law enforcement officials and experts on the white supremacy movement.

Roof, 21, appears to have traveled along a well-trod digital network of white nationalist Web sites — a path that has attracted thousands of white Americans to places where they can anonymously rail against blacks and Jews, but a route that rarely ends in violence.

A survey of U.S. law enforcement agencies by researchers at the University of North Carolina and Duke University released this week reports that 74 percent listed right-wing extremism, including white supremacist groups, as one of the top terrorist threats in their communities, almost twice as many as those who put Islamist threats in that category.

But several recent attacks — such as the 2012 shootings at a Sikh temple in Wisconsin and last year’s attacks outside Jewish centers in Kansas — have been launched not by groups, but by self-radicalized individuals whose capacity for extreme violence had not been caught in time.

The only site on which evidence of Roof’s activity appears to have been found is the Daily Stormer, a nationalist blog by Andrew Anglin, a 30-year-old American who, according to his father, lives in Asia. Greg Anglin, the father, is a Christian counselor in Ohio, and he said that his son, like Roof, found his way to his supremacist views on his own. (Andrew Anglin did not respond to messages seeking comment.)

Greg Anglin, who said he is “not really involved with Andy’s site” even though it was registered in his name, said that “Andy does what Andy does.”

Feds investigating fires at 6 black churches across 5 states

WASHINGTON -- Federal authorities are investigating a series of fires in the last week at churches with predominantly African American congregations.

Investigators believe three of the fires were arson, while causes have not yet been determined for the other fires. The ATF and FBI are involved in the investigations of fires at churches in South Carolina, North Carolina, Tennesse and Georgia, CBS News has confirmed.

The ATF is leading the investigation into possible arson at the churches, while the FBI is trying to determine the perpetrators and motives. The FBI is involved because of the racial make-up of the congregations, and is trying to determine whether the fires were hate crimes.

The fires have not yet been linked to the June 17 massacre that left nine people dead at the Emmanuel African Methodist Episcopal Church in Charleston, S.C.

South Carolina Black Church, Once Torched by KKK, Burns Again (Video)

Yet another predominately black church went up in flames Tuesday night — this time a South Carolina house of worship that was burned to the ground by Ku Klux Klan members 20 years ago.

Fire officials said they did not know whether the blaze was started intentionally at the Mount Zion African Methodist Episcopal, near the town of Greeleyville, or if it was the result of a heavy lightning storm that passed over the area around the same time.

No injuries were reported, but the fire took around two and a half hours to bring under control, the Clarendon County Fire Department said around midnight ET.

The blaze was the latest in a series of fires at predominately black, Southern churches since June 17, when a white gunman killed nine black black worshipers at the Emanuel AME Church in Charleston, about 50 miles south of Greeleyville.

The fires have fueled concerns about the potential for a new wave of racist violence since the Charleston shooting. The FBI has launched an investigation.

A historically black church in South Carolina with a history of being targeted caught fire Tuesday night and investigators were trying to determine the cause, according to officials and reports.

Officials said investigators from the Bureau of Alcohol, Tobacco and Firearms were on scene at Mt. Zion AME Church in Greeleyville, but the cause was not clear. State and federal authorities are involved with the investigation.

The church was burned to the ground by the KKK in 1995 and President Clinton spoke at the dedication of the newly rebuilt church the next year

The fire comes amid heightened fears about church burnings in the wake of the massacre of nine people at the historically black Emanuel AME Church in Charleston.

FBI searching for possible co-conspirators in Emanuel AME shooting, says senior official

WASHINGTON (WCIV) -- Senior federal officials told ABC News that investigators are checking leads for possible co-conspirators of Dylann Roof, the man accused of killing nine people in a Charleston church on June 17.

The senior officials said so far the information has not panned out linking Roof's alleged actions to assistance from other people.

Meanwhile, the Department of Justice is conducting its review process to mark the attack at Emanuel AME as a hate crime. The source said local U.S. Attorneys are involved in the investigation but the Justice Department and the FBI's leadership are directing the efforts.

Charges possible against church shooter’s associates

COLUMBIA, SC  — A joint state and federal investigation into the activities of accused Charleston church shooter Dylann Roof has widened to include other persons of interest, according to multiple sources familiar with the ongoing investigation.

The expanded scope of the investigation now includes people with whom Roof associated in the weeks before the June 17 shootings of nine African-Americans at Emanuel AME Church in Charleston, the sources said. Roof, 21, of Columbia, is white.

Although it appears Roof traveled alone to and from Charleston on the day of the killings, it is possible others had some knowledge of what he planned to carry out, said the sources, who are not being identified because they were not authorized to speak publicly about the investigation.

Investigators began to explore how much Roof’s associates knew, and when they knew it, after reviewing his cellphone and computer records, the sources said.

On the night he joined a dozen black churchgoers for a Bible study, people close to Dylann Roof think the hatred quietly brewing inside him reached a cataclysm.

Old friends who renewed ties with Roof in the weeks before that evening had noticed signs of odd behavior and possibly violent tendencies. He was still the shy, soft-spoken, distant guy they remembered from his middle school days, but something about him was different.

Much of the change in Roof’s life had unfolded after he flunked out of ninth grade in Lexington County and moved, parting with his childhood friends. He split his time between a dad accused of abusing his stepmother and a mom who left his father before he was born.

Since then, an apparent racist hatred roiled in him, but he constantly exposed himself to black culture — what he viewed as the source of his feelings. Interviews with his acquaintances and with authorities, along with details gleaned from court documents and online postings, portray his aloof, insular existence leading up to that deadly night at Emanuel African Methodist Episcopal Church in downtown Charleston. Officials confirmed last week that they had started a criminal probe into exactly how much some of his acquaintances knew about his hatching scheme.

July 7 (Reuters) - Dylann Roof, the suspect in last month's massacre at an African-American church in Charleston, South Carolina, has been indicted by a grand jury on nine counts of murder and three counts of attempted murder, the prosecutor said on Tuesday.

Roof, a 21-year-old white man linked to racist views, is charged in the June 17 shooting rampage at the historic Emanuel African Methodist Episcopal Church, where nine black people were killed.

Roof had already been charged by state warrants with the nine murder counts and one count of possessing a weapon during the commission of a violent crime. Three additional attempted murder charges related to people who survived the shooting were presented to the grand jury, prosecutor Scarlett Wilson said in a statement.

Wilson declined to comment further.

The suspect in the killings of nine black churchgoers in Charleston, South Carolina, was able to buy a gun because of mistakes in a background check that should have revealed an admission of drug possession, Federal Bureau of Investigation Director James Comey said on Friday.

The examiner of suspect Dylann Roof's federal background check did not see a police report in which Roof admitted to drug possession, which would have barred him from buying the weapon, Comey told reporters at a briefing.

Comey said he had ordered a full review. "We are sick that this has happened. We wish we could turn back time," he said, adding that FBI agents were meeting with victims' families to share the news and that the examiner involved was "heartbroken."

South Carolina shooting suspect Dylann Roof should not have been able to purchase the gun used in the massacre at Charleston’s Emanuel African Methodist Episcopal Church, the FBI said Friday.

FBI Director James B. Comey said that Roof was able to obtain the weapon, which was used to kill nine African-Americans in a racially motivated attack on the historically black church on June 17, because of shortcomings in the screening system for gun purchases, the Washington Post reported.

“This case rips all of our hearts out, but the thought that an error on our part is connected to a gun this person used to slaughter these people is very painful to us,” he said, according to the D.C. paper.

Comey said the error in the national background check system allowed Roof to get his hands on the .45-caliber handgun, which was also featured prominently in his pictures, despite having been busted for drugs.

Roof had been arrested for possessing narcotics in February, but he was not listed in the criminal databases that should have prevented him from purchasing the weapon.

The background check examiner who evaluated the alleged gunman’s request to purchase a gun never saw his arrest report because the wrong arresting agency had been listed in his file, Comey said.

U.S. Rep. Jim Clyburn has introduced legislation that would stop retailers from selling firearms before a criminal background check on the buyer is finished — something that could have stopped accused Charleston church shooter Dylann Roof from obtaining a gun.

The Orangeburg Democrat drafted the bill, H.R. 3051, after the FBI revealed that Roof managed to buy a pistol in April at a West Columbia store despite his admission of drug use when he was arrested in February.

Roof is accused of using the gun he bought in April in the June 17 shooting at Emanuel AME Church on Calhoun Street in which nine parishioners died, including pastor and state Sen. Clementa Pinckney.

Concerned about graphic photographs of the Emanuel AME Church shooting scene and 911 calls that might have captured gunfire, a Charleston judge on Thursday blocked access to public information for another week without immediately giving anybody a chance to challenge him.

Ninth Circuit Judge J.C. Nicholson extended his gag order during a hearing at the Charleston County Judicial Center downtown so he could give survivors of the attack and victims’ family members, who filled the front pair of the courtroom’s seats, an opportunity to ask for more permanent restrictions.

A judge encouraged parties with a stake in the release of public information, including 911 calls, to file motions regarding further restrictions on access by 5 p.m. Wednesday. The parties include local and federal authorities involved in the Emanuel AME Church shooting investigation, news media, defendant Dylann Roof, and his alleged victims and their family members. If no one asks for an extension of the judge’s gag order, which went into effect July 10, it will end. If motions are filed, the judge will call for another hearing on the issue.

The horror began with a late-night text from her chief of staff, then a phone call from the State Law Enforcement Division’s head. There had been a shooting at a Charleston church.

Gov. Nikki Haley quickly hung up.

“And then I called Sen. Pinckney.” She left a voice mail he never heard. “This is Nikki. I’ve heard about the shooting. I’m sending my full SLED team down there. Call me.”

Throughout the night, until 4:30 a.m., she spoke with SLED Chief Mark Keel as sickening details emerged. Each call “was one more kick in the gut,” she recalls.

After learning that Pinckney was dead, along with eight other worshippers, the state’s first female governor stepped into her two children’s bedrooms, quiet and peaceful at dawn, to tell them she was leaving — and why. Her husband, Michael, was gone for military training.

COLUMBIA, S.C. -- The man accused of slaying nine black church members in Charleston was indicted on federal hate crime charges on Wednesday.

Attorney General Loretta Lynch announced the 33 charges at a press conference Wednesday afternoon. Lynch said Dylann Roof sought out African-Americans, in particular the African-American church Emanuel AME because of its historical significance.

The survivors and the families of those killed were informed earlier Wednesday about the indictment.

"To carry out these twin goals of fanning racial flames and exacting revenge, Roof further decided to seek out and murder African Americans because of their race," Lynch said. "An essential element of his plan, however, was to find his victims inside of a church, specifically an African-American church, to ensure the greatest notoriety and attention to his actions."

Lynch said no decision to seek the death penalty has yet been made.

WASHINGTON — Dylann Roof, the man suspected of killing nine people at a historically black church in Charleston, S.C., last month was indicted on Wednesday on federal hate crime and other charges, including some that carry the federal death penalty, two law enforcement officials said on Wednesday.

Mr. Roof, 21, already faces nine counts of murder in state court and could face the death penalty there. But Justice Department and F.B.I. officials have said the Charleston shooting was so horrific and racially motivated that the federal government must address it.

He was also  charged with killing someone while obstructing religious freedom, which is eligible for the death penalty.

South Carolina does not have a hate crimes law, and federal officials have said they believe that a murder case alone would leave the racial component of the crime unaddressed.

'Temporary' not guilty plea entered for Charleston suspect

A federal magistrate on Friday entered a "temporary" not guilty plea for Dylann Roof on hate crime charges in the slaying of nine African-Americans at a South Carolina church, even as his lawyer said his client wanted to plead guilty.

The lead defence attorney, David Bruck, said he could not advise Roof, 21, to declare his guilt in the massacre until after prosecutors said whether they would seek capital punishment.

"Roof has told us he wishes to plead guilty," Bruck told the court. "Until we know whether the government will seek the death penalty, we cannot advise Mr. Roof."

The "not guilty" plea entered into the court record by U.S. Magistrate Judge Bristow Marchant on Roof's behalf can be changed later. Final motions are due on Aug. 20.

State prosecutors have said in court documents that they will seek the death penalty for Dylann S. Roof, who is charged with the racially motivated murders of nine people in a church in Charleston, S.C., The Associated Press reported Thursday.

After the June 17 massacre of black ministers and parishioners at Emanuel African Methodist Episcopal Church, it emerged that the suspect, Mr. Roof, 21, who is white, had expressed white supremacist views and hatred of black people.

Mr. Roof has been indicted twice for the killings, in state court and in federal court, and each of those cases carries a possible death sentence. Until the court filing Thursday by Scarlett A. Wilson, the South Carolina state solicitor overseeing the case, neither set of prosecutors had said publicly whether they would seek to have him executed, but state officials, including Gov. Nikki R. Haley, have said emphatically that the case warrants the death penalty.

Feds still undecided on seeking death penalty in Emanuel AME Church shooting

A decision on pursuing Dylann Roof’s execution on federal charges will be made by the U.S. Attorney General’s Office, prosecutors said during a hearing Thursday.

It remains unclear, however, when U.S. Attorney General Loretta Lynch will make that call, Assistant U.S. Attorney Julius Richardson said, adding that it “requires input from an array of people.”

In the meantime, attorneys for Roof, the white man accused of killing nine black parishioners at Emanuel AME Church, said they are moving forward with the “reasonable assumption” that the case will soon become a capital one.

A man accused of not tipping off police about Dylann Roof’s plan to attack Emanuel AME Church in Charleston was released from jail Wednesday after a federal magistrate approved his bail conditions.

Joey Meek, 21, of the Red Bank area of Lexington County posted $25,000 bail after a hearing in Columbia, federal court documents stated.

Meek could face up to eight years in prison if convicted of misprision of a felony and lying to federal authorities. The FBI has said that Meek knew of Roof’s plan to carry out mass violence in Charleston but did not warn authorities before the June 17 shooting.

In the middle of a Charleston Area Convention Center banquet hall filled with about 1,200 people was an empty table draped in a black tablecloth with nine empty chairs around it and a vase of white calla lilies at its center.

The tribute to the “Emanuel 9” extended to the podium where Mayor Joe Riley and others spoke of the crime’s powerful impact on the community, which led local residents to express love and solidarity rather than anger and violence.

Emanuel AME leaders are considering sharing donations with the survivors of the June 17 mass shooting in which nine people died and five others at the Bible study were left to deal with the trauma of the killings.

The church sent out a press release Thursday saying it is considering “a possible donation to the survivors” made with money designated to the church itself.

“Action within the church is required for such an initiative and will be considered over the next several weeks,” the statement says.

The announcement comes after survivors criticized the Rev. Norvel Goff, interim pastor and presiding elder, for not including them in plans he announced last month to disburse millions of dollars that poured in after the shootings. They also complained that he had still not reached out to provide them with pastoral care.

The interim pastor of Emanuel AME Church is suing 18 of his former parishioners in Columbia for defamation and slander after they raised questions about his handling of large sums of money at their church.

The Rev. Norvel Goff filed the lawsuit Dec. 2 in Richland County after members alleged he took out mortgages against Reid Chapel AME Church without required permissions and amassed large tax liens while he was pastor. His suit, which alleges slander and negligence on the part of his former parishioners, seeks unspecified damages.

Goff’s lawsuit comes just weeks after most of those church members sued Reid Chapel in an effort to gain access to financial records from Goff’s tenure there.

After nine worshippers were gunned down in Charleston during a Bible study in June, Goff also was named interim pastor of Emanuel AME where he has overseen millions of dollars in donations sent to the church from around the world.

Not even Dylann Roof’s defense attorneys deny that he carried out the attack that killed nine black parishioners at Emanuel AME Church.

But it’s up to South Carolina and federal courts to determine what the 21-year-old avowed white supremacist’s punishment should be.

The six months since his arrest have been marked by an unprecedented hate crimes indictment that started a slow-moving process in federal court. State prosecutors, meanwhile, have expressed eagerness to try Roof before their federal counterparts and have homed in on a swift trial and death sentence.

While much remains uncertain for Roof’s prosecution in the coming year, Some key questions can be answered.

Prosecutors and defense lawyers will meet in February to discuss the federal court cases against Dylann Roof and the friend accused of knowing about his plans to carry out hate-fueled violence in Charleston.

The joint bar meeting for Roof and Joey Meek, both 21, will take place at 10 a.m. Feb. 11 in front of Judge Richard Gergel at the downtown U.S. District Court. Such hearings typically serve as a chance for opposing attorneys to talk about the status of the case and pretrial motions.

Dates for the men’s trials have not been set.

Roof, a white man from Eastover, is charged with 33 federal counts, including hate crimes and other civil rights violations, in the June 17 shooting that killed nine black parishioners at Emanuel AME Church.

A Lexington County resident, Meek was indicted on charges of misprision of a felony and lying to federal agents. He faces up to eight years in prison.

A judge on Tuesday said his patience was wearing thin as the federal government still has not decided whether to pursue the death penalty against Dylann Roof, the man accused of the deadly mass shooting at Emanuel AME Church in Charleston.

After the case went through a review process at the Department of Justice that typically takes 90 days, it now sits on Attorney General Loretta Lynch’s desk, a prosecutor told U.S. District Judge Richard Gergel. But without final word from Lynch, Gergel said he was forced to approve a fourth continuance, or delay.
